What A Fuse Box Upgrade Actually Involves
A fuse box upgrade means swapping your old ceramic fuse holders for a modern switchboard with circuit breakers and RCDs (safety switches). If your home was wired before the mid-1990s, there's a good chance you've still got the old grey ceramic fuse box with ripple wire and rewireable fuses that need a fuse wire replaced by hand when they blow.
Those old boards did the job for their time, but they don't switch off automatically when there's a fault, and most don't have any RCD protection at all. A circuit breaker trips instantly and resets with a flick of a switch. An RCD monitors for current leaking to earth (which is what happens when a person gets a shock, or a fault develops in a cable) and cuts the power in a fraction of a second. That's the difference between a nasty shock and a fatal one.
Under AS/NZS 3000 (the Australian wiring rules), any new domestic switchboard has to have 30mA RCDs protecting the final sub-circuits. If we're touching your switchboard for any reason, that RCD requirement kicks in for the work being done.
Signs Your Fuse Box Is Overdue For An Upgrade

Why This Matters More In Older Homes
Ceramic fuse boxes have no automatic protection against electric shock, and they age badly. The fibre and ceramic components can crack, the wiring behind them corrodes, and connections loosen over decades of heat cycling. None of that is obvious just looking at the front of the board.
If your house was built before the mid-1980s, there's another thing to be aware of: the backing board behind the switchboard was sometimes made from asbestos sheeting. We're not permitted to remove asbestos ourselves — that has to be done by a licensed asbestos removalist before or during the switchboard replacement. We'll flag it during the inspection if we see it, rather than disturbing it.
Rental Properties And Compliance
If you own or manage a rental property in Melbourne, current minimum standards require RCD protection on socket outlets and lighting circuits, and switchboard-type circuit breakers rather than old rewireable fuses. If your switchboard gets replaced, RCDs are required across the final sub-circuits (hard-wired appliance circuits are the exception).

How do I know if I have an old fuse box or a modern switchboard?
If you open the switchboard and see round ceramic holders with fuse wire that you replace by hand when a fuse blows, that's an old-style fuse box. A modern switchboard has rectangular switches (circuit breakers) that flick off and reset, plus separate RCD safety switches, usually labelled with a test button.
Can I just replace one fuse myself if it keeps blowing?
No. Switchboard and fuse work in Victoria has to be done by a registered electrical contractor — it's illegal for anyone else to touch it, and a fuse that keeps blowing is usually telling you there's a fault worth investigating rather than just replacing wire.
Will my house have asbestos behind the switchboard?
